Human Rights Campaign Gives Long Beach a Perfect Score

Human Rights CampaignThe Human Rights Campaign’s Municipal Equality Index has named Long Beach as one of the best cities in the nation for Lesbian, Gay, Bisexual and Transgender (LGBT) inclusion in municipal law and policy. Long Beach was one of only 11 cities nationwide to achieve a perfect score.

“Long Beach is known throughout the nation as a diverse and inclusive city,” said Mayor Bob Foster. “This recognition is the result of our City’s long-standing commitment to LGBT rights, and is yet another example of how much we respect the civil rights of all individuals in Long Beach.”

The Municipal Equality Index (MEI) is the first ever-rating system of LGBT inclusion in municipal law. The MEI rates cities based on 47 criteria falling under six broad categories:

  • Non-discrimination laws
  • Relationship recognition
  • The municipality’s employment practices
  • Inclusiveness of city services
  • Law enforcement
  • Municipal leadership

The Municipal Equality Index revealed the following:

  • Eleven of the 137 cities surveyed earned a perfect score of 100 points
  • A quarter of the cities rated scored over 80 points
  • 45 percent of cities surveyed obtained a score of 60 or higher
  • Nearly a third of cites scored between 40 and 60 points
  • Just under a quarter of the cities scored less than 20 points, including eight cities that scored under ten points and three that scored zero

Long Beach has long recognized LGBT rights in its municipal laws and policies. Examples highlighted in the report include the Contractor Non-Discrimination Ordinance, the Equal Benefits Ordinance, availability of Domestic Partner Health Benefits, the Human Relations Commission, the City’s engagement with the LGBT community, the Police Department’s LGBT Liaison, City leadership’s public positions regarding LGBT equality, the City Council’s pro-equality legislative and policy efforts, and the City’s openly LGBT leadership.
